President Ilham Aliyev pays a visit to Turkmenistan

On December 14, President of the Republic of Azerbaijan Ilham Aliyev arrived in the city of Turkmenbashi to attend the First Trilateral Summit of the Heads of State of the Republic of Azerbaijan, Republic of Turkiye and Turkmenistan.

A guard of honor was lined up for the head of state at the Turkmenbashi International Airport.

President Ilham Aliyev and First Lady Mehriban Aliyeva were welcomed by Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov and other officials.

On December 14, President of the Republic of Azerbaijan Ilham Aliyev met with Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov in the city of Turkmenbashi.

Welcoming President of Azerbaijan Ilham Aliyev, Gurbanguly Berdimuhamedov said:

- My dear brother Ilham Heydar oglu, I am very glad to welcome you to hospitable Turkmenistan, in particular to the shores of the great Caspian Sea. A summit of friendly and brotherly countries of Turkmenistan, Azerbaijan and Turkiye is being held for the first time today. I do believe that this summit will play an important role in the development of relations between our countries and will produce results.

Our country attaches special importance to relations with fraternal Azerbaijan and Turkiye. In my opinion, this Trilateral Summit being held for the first time will be important in terms of geopolitical and geo-economic relations among our countries. There are a number of economic issues related to the diversification of the supply of energy and strengthening the transit-transport relations among our states. As for the humanitarian direction, there are many common aspects among our countries - language, religion, culture and a number of others. My brother Ilham Heydar oglu, let me also mention the inter-parliamentary relations between our countries.

- Thank you, dear Gurbanguly Malikguliyevich. I am very pleased to see you again. I am visiting brotherly Turkmenistan for the second time this year, and it is always a pleasure to meet with you. For many years, we have been taking important steps to develop Turkmen-Azerbaijani relations, and our two brotherly countries are raising their relations to a new level today. I am very delighted that brotherly and friendly relations are evident in all fields. We are strategic partners both in the political and economic fields. We have recently achieved great success - our trade turnover has increased several times. As you mentioned, there is great progress in the field of transport and transit.

The key thing is that our peoples are brotherly peoples, and independent Turkmenistan and independent Azerbaijan are building their relations on the basis of this brotherhood today. This is very important for both our countries and the region. And three brotherly countries are meeting in Turkmenistan, in this beautiful Awaza today. I think this is an event that will make the souls of our ancestors happy. Because it is natural. This should always be the case - brotherly peoples should be together.

I would like to take this opportunity to share my thoughts on what I have seen here. We are pleased with the wonderful conditions you have created here. Awaza is becoming a truly international tourism center with its neatness, beauty and greenery. Creating such a magnificent center on the shores of the Caspian Sea is a great achievement of yours. Let me congratulate you and the brotherly Turkmen people on this occasion. Thank you again for the invitation.

 

On December 14, President of the Republic of Azerbaijan Ilham Aliyev met with President of Turkmenistan Serdar Berdimuhamedov in the city of Turkmenbashi.

Saying he was deeply grateful for his meeting with President Ilham Aliyev, President Serdar Berdimuhamedov expressed his gratitude to the head of state for accepting the invitation and attending the First Trilateral Summit of the Heads of State of Azerbaijan, Turkiye and Turkmenistan. Noting that the trilateral cooperation is of special importance in the current period, Serdar Berdimuhamedov emphasized that the Turkmen side attaches great importance to this Summit.

President Ilham Aliyev expressed his satisfaction with his return visit to Turkmenistan, and thanked President Serdar Berdimuhamedov for the initiative to hold this Summit. Noting that the three nations share common roots in terms of history and language, the head of state underlined the existence of good opportunities for expanding the cooperation between the countries. President Ilham Aliyev expressed his confidence that this Summit will contribute to the regional cooperation, and the expansion of relations in the fields of transport, logistics and trade. The head of state also said that this meeting created a good opportunity for the discussion of bilateral relations.

Dear friends,

This is my second visit to brotherly Turkmenistan this year, and I am very happy to be here again. I would like to express my gratitude to President Serdar Berdimuhamedov for the high-level organization of the trilateral summit and hospitality extended.

We are pleased to witness Turkmenistan's advancement on the stable and dynamic path of development and to observe its achievements.

Azerbaijan, Turkiye and Turkmenistan are closely bound to each other by ethnic, religious and cultural roots and shared moral values. We are rightfully proud of the rich historical and cultural heritage of our nations and their great contributions to human civilization.

The political relations of Azerbaijan with both Turkiye and Turkmenistan are at a high level. The Shusha Declaration signed with Turkiye last year elevated our relations to the level of strategic alliance. In 2017 the Declaration on Strategic Partnership was signed between Azerbaijan and Turkmenistan.

Our countries provide mutual support and cooperate with each other within the framework of international organizations, including the UN, Organization of Islamic Cooperation, Organization of Turkic States, OSCE and other institutions.

Our relations built on historical bonds create opportunities for the development of cooperation between our countries in economy, trade, transport and logistics and other areas.

In January-October 2022, Azerbaijan's trade turnover with Turkiye increased by 45 percent and reached 5 billion US dollars.

Nearly 20 billion US dollars have been invested from Azerbaijan to Turkiye's economy, and some 14 billion US dollars have been invested by Turkiye into Azerbaijan's economy.

This year, the trade turnover with Turkmenistan increased five times, marking record level to date.

Azerbaijan, Turkiye and Turkmenistan have attained substantial success in the transport and logistics area. Many projects have been implemented by our countries, which in turn create new opportunities for cooperation in the field of transport connectivity.

Investments in this sector in all three countries served the purpose of creating new and modern infrastructure.

Azerbaijan is an active player in the East-West and North-South transport corridors and has implemented all major projects related to railway, highway and air transport in its territory. As a result, Azerbaijan has become an important transit country.

In the first 10 months of 2022, the volume of total transit traffic passing through Azerbaijan has increased by more than 80 percent compared to the corresponding period of last year.

Today, we are actively engaged in the opening of the Zangazur corridor. 40 percent of the works on the railway line and 70 percent on the highway have been completed in the section of the Zangazur corridor on the territory of Azerbaijan. All works are expected to be completed in 2024, leading to the establishment of a new transport corridor.

The Baku International Sea Trade Port has an annual handling capacity of 15 million tons, with funding envisaged to increase its capacity to 25 million tons.

Last year, we laid the foundation of the Alat Free Economic Zone on the shores of the Caspian Sea, and the first residents have already settled there. We would like to invite companies from Turkiye and Turkmenistan to benefit from opportunities available in the Zone.

In 2017, together with my dear brother Recep Tayyip Erdogan, we inaugurated the Baku-Tbilisi-Kars Railway. In addition, more than 100 million US dollars will be invested in this project, and its handling capacity will be increased from the current one million to five million tons.

Azerbaijan has the largest commercial fleet in the Caspian Sea, with over 50 cargo ships. The Baku Shipyard, commissioned in 2013, is currently operating at its full capacity. This facility is capable of building any type of vessel.

Azerbaijan has one of the largest civil air cargo fleets in our region, with 18 cargo planes. It is planned to add nine more aircrafts to our cargo fleet over the next 10 years.

Currently, there are 8 international airports operating in Azerbaijan. President of Turkiye, my dear brother Recep Tayyip Erdogan, attended the opening of Fuzuli and Zangilan airports built in the liberated territories. In 2024, the 9th international airport of our country is scheduled to be opened in liberated Lachin.

At the end of 2020, as a result of the victory in the 44-day Patriotic War, our lands were liberated from the 30-year occupation by Armenia. The Karabakh conflict was resolved, and this victory created favorable opportunities for new transport and communication projects in the region.

Currently, the world is facing new challenges and threats, and therefore, along with other spheres, expansion of cooperation between our countries in the areas of security, defense, and defense industry is of great importance.

I would like to reiterate the importance of the meeting in the trilateral format of Azerbaijan-Turkiye-Turkmenistan. I hope meetings of this kind will be held regularly and greatly contribute to the further development of relations between our brotherly countries.

Following the expanded meeting of President Ilham Aliyev, President Recep Tayyip Erdogan and President Serdar Berdimuhamedov, a ceremony of signing documents between Azerbaijan, Turkiye and Turkmenistan was held in the city of Turkmenbashi.

First, the Joint Statement of the First Summit of the Heads of State of the Republic of Azerbaijan, the Republic of Turkiye and the Republic of Turkmenistan was adopted.

"The intergovernmental agreement on trade and economic cooperation" was signed by Deputy Chairman of the Cabinet of Ministers of Turkmenistan Batyr Atdayev, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov and Minister of Trade of the Republic of Turkiye Mehmet Mus.

"The intergovernmental Framework Program on cooperation in the fields of science, education and culture for 2023-2025" was signed by Deputy Chairman of the Cabinet of Ministers of Turkmenistan Nurmuhammed Amannepesov, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov and Minister of Foreign Affairs of the Republic of Turkiye Mevlut Cavusoglu.

"The Intergovernmental Memorandum on mutual understanding on the establishment of a Joint consultative commission on customs cooperation" was signed by Chairman of the State Customs Service of Turkmenistan Maksat Hudaykuliyev, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov and Minister of Trade of the Republic of Turkiye Mehmet Mus.

"The Interagency Memorandum on mutual understanding on the development of cooperation in the field of energy" was signed by Chairman of the Turkmengaz State Concern Batyr Amanov, Minister of Energy of the Republic of Azerbaijan Parviz Shahbazov and Minister of Energy and Natural Resources of the Republic of Turkiye Fatih Donmez.

"The Interagency Memorandum on mutual understanding on the development of cooperation in the field of transport" was signed by Director General of the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan Mammetkhan Chakiyev, Minister of Digital Development and Transport of the Republic of Azerbaijan Rashad Nabiyev and Minister of Transport and Infrastructure of the Republic of Turkiye Adil Karaismailoglu.

President of the Republic of Azerbaijan Ilham Aliyev has met with President of the Republic of Turkiye Recep Tayyip Erdogan in the city of Turkmenbashi.

The sides noted that bilateral friendly and brotherly relations between the two countries have further expanded this year in all areas. They hailed the successful completion of the joint military exercises. The presidents pointed out that the bilateral cooperation in the fields of politics, military, economy, transport, energy, defense and defense industry has been successfully continued this year.

On the sidelines of the First Trilateral Summit of the Heads of State of the Republic of Azerbaijan, Republic of Turkiye and Turkmenistan in the city of Turkmenbashi, First Lady of the Republic of Azerbaijan Mehriban Aliyeva, wife of the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Ogulgerek Berdimuhamedova and First Lady of the Republic of Turkiye Emine Erdogan have viewed the exhibitions of fine and decorative arts.

The exhibitions of fine and decorative arts consist of 11 sections, displaying carpets and carpet products, national garments and jewelry, as well as paintings and handicrafts of Turkmen women artists.

First Lady of Azerbaijan Mehriban Aliyeva was presented with keepsakes.

The event also featured a concert program and a fashion show of national dresses of Turkmenistan.

After getting acquainted with the exhibition, First Lady of Azerbaijan Mehriban Aliyeva, wife of the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Ogulgerek Berdimuhamedova and First Lady of Turkiye Emine Erdogan had a conversation at a tea table.

On December 14, an official dinner was hosted on behalf of Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov in honor of President of the Republic of Azerbaijan Ilham Aliyev, his wife Mehriban Aliyeva, President of the Republic of Turkiye Recep Tayyip Erdogan and his wife Emine Erdogan in the city of Turkmenbashi.

On December 14, President of the Republic of Azerbaijan Ilham Aliyev ended his visit to Turkmenistan.

A guard of honor was arranged for the head of state at the Turkmenbashi International Airport.
