President Ilham Aliyev visits Shaki and Oghuz districts

President of the Republic of Azerbaijan Ilham Aliyev, First Lady Mehriban Aliyeva and their daughter Leyla Aliyeva have visited Shaki distict.

President Ilham Aliyev, First Lady Mehriban Aliyeva and their daughter Leyla Aliyeva visited a statue of national leader Heydar Aliyev in the city of Shaki.

They laid flowers at the statue.

President of the Republic of Azerbaijan Ilham Aliyev has attended the Oghuz-Shaki section of Garamaryam-Ismayilli-Shaki highway after reconstruction.

Chairman of the Board of Directors of Azerbaijan Highway State Agency Saleh Mammadov informed the head of state of the technical indicators of the highway.

President of the Republic of Azerbaijan Ilham Aliyev, First Lady Mehriban Aliyeva and their daughter Leyla Aliyeva have viewed conditions created at the dried fruit production enterprise owned by Green Factory Limited Liability Company (LLC) in Orta Zayzid village, Shaki.

Head of Shaki City Executive Authority Elkhan Usubov informed President Ilham Aliyev, First Lady Mehriban Aliyeva and Leyla Aliyeva of the activities of the enterprise.

The enterprise has a garden of 100 hectares. A garden consisting of more than 55,000 fruit trees, including several types of peach, nectarine, apricot, plum, persimmon, cherry, apple and cherry plum delivered from France, Italy and Turkiye, was planted in the area.

The enterprise and the garden recruit 38 people for permanent and 120-150 people for seasonal jobs.

President of the Republic of Azerbaijan Ilham Aliyev, First Lady Mehriban Aliyeva and their daughter Leyla Aliyeva have viewed conditions created in a new administrative building of Shaki City Executive Authority.

Head of Shaki City Executive Authority Elkhan Usubov informed President Ilham Aliyev, First Lady Mehriban Aliyeva and Leyla Aliyeva of the conditions created in the building.

The new building of the executive authority consists of a basement and 4 floors. A building which covers a total area of 6.080 square meters, features a 56-seat conference hall, a 164-seat assembly hall, and a 70-seat canteen. The new building also has 90 office rooms with all facilities, library, museum, exhibition and meeting rooms. There is a parking lot and maintenance area in the basement. Landscaping work was carried out and green areas were laid out in the courtyard of the building.

Assistant to the President Anar Alakbarov informed President Ilham Aliyev, First Lady Mehriban Aliyeva and Leyla Aliyeva of the restoration work carried out in the complex.

The Shaki Khan mosque complex in the reserve has been put into use after major restoration. The restoration work in the historic Shaki Khan Mosque was launched by the Heydar Aliyev Foundation in May 2021. The Heydar Aliyev Foundation has also supported research on skeletal samples discovered during excavations and believed to belong to the Shaki Khan's family.

It was noted that restoration work in the mosque complex was carried out on the basis of a project prepared by the Architecture and Civil Engineering University on the order of the State Tourism Agency. The mosque is listed as a monument of national importance and dates back to the period of khanates (1745-1750). According to historical sources and inscriptions on it, the mosque was built by Haji Mahammadhuseyn Khan.

The 13 main graves in the cemetery located next to the mosque belong to representatives of the Khan's dynasty. The cemetery was named Khan's Cemetery because only members of the Khan's dynasty were buried in it.

It was pointed out that the 21-meter minaret of the mosque was built using baked bricks and lime mortar. There is a circular staircase reaching the balcony here. The arched porch on the front façade of the mosque gives the mosque particular beauty. The mosque, designed in 1981, was never restored in the following years.

As part of the restoration work launched by the Heydar Aliyev Foundation in 2021, 3D measurement work was carried out in the Khan mosque complex located on the premises of the "Yukhari Bash" National Historical-Architectural Reserve in the city of Shaki. These activities were important in terms of reinstating the initial appearance of the mosque complex. The buildings located in the area, including the main building and minaret of the mosque, auxiliary buildings, the fence around the complex and the cemetery, were scanned and a 3D model of the mosque was prepared. During the restoration work carried out on the basis of the initial appearance of the mosque complex, the bricks that became unusable due to climate impacts were replaced with new ones and masonry work was carried out using baked bricks. In order to protect the bricks of the minaret from erosion, an insulating layer was created using special materials. At the same time, the windows used during the initial construction of the mosque and the door used by Mahammadhuseyn Khan were restored. Based on architect feedback, the original appearance of two of the windows was returned using shabaka, one of the traditional local architectural attributes.

Since there were no available photos of the mosque's ceiling, the State Tourism Agency and designers made a joint decision to assemble a new ceiling reminiscent of the shabaka structure used in the Godak minaret mosque and the Shaki Khan Palace. The interior and exterior walls of the building were restored based on the photos of 1961.

It was noted that a new pool was built instead of the old one in the courtyard of the mosque. A protection zone has been created around the Khan's plane and other trees in the courtyard. In accordance with the project, a ceremonial hall, an ablution room and administrative rooms have been built in the territory of the mosque. The ancient entrance gate and stairs of the mosque have been restored, including the tombstones in the Khan's cemetery located south of it.

In June 2021, as part of the restoration work in the mosque, large raft stones were discovered underneath the sanctuary. For this reason, restoration work in that section was suspended and inspection carried out by the Shaki archaeological expedition. The discovery of 52 beads and a bronze rosary in the grave suggested that the buried person was of a high religious or public status. Proceeding from such a possibility, as well as Salman Mumtaz's records, and the presence of information carried out on the basis of the information found in other different studies of the burial of Shaki Khan Mahammadhuseyn Mushtagh under the sanctuary of the Khan Mosque, additional inspections were carried out on the findings. To support experts, with the assistance of the Heydar Aliyev Foundation, samples were taken from the discovered skeleton bones and sent to the laboratory of Oxford University in Great Britain for radiocarbon and genetic analysis. Researches and genetic analyses were conducted in Great Britain, Austria, Estonia and Turkiye on the basis of discovered skeleton samples and those taken from other graves of the Khan's dynasty. The results of the laboratory analysis and the expert opinion of the ANAS Institute of Archaeology, Ethnography and Anthropology proved that the discovered grave belongs to Mahammadhuseyn Khan of Shaki.

It was also mentioned that a museum had been established on the premises of the mosque complex with the support of the Heydar Aliyev Foundation. The museum displays different exhibits from the time of the Shaki Khanate, as well as material and cultural artifacts collected from various sources. The museum demonstrates the special role the creation and formation of the Shaki Khanate have played in the history of Azerbaijani national statehood. Exhibited on the first floor of the two-level museum are copper vessels, national costumes, jewelry from the time of the Shaki Khanate, wall-mounted mirrors that used to decorate the houses of Shaki merchants in the 18th century, chests that were placed in front of them according to the Shaki tradition, and samples of the traditional art of Shaki kalaghayi. The electronic board on the first floor of the museum displays information about the history, political, socioeconomic life, culture of the Shaki khanate and Shaki khans in Azerbaijani and English languages. Displayed on the second floor are Shaki carpets, various carpet-making accessories, the book "History of the Shaki Khans" by Abdullatif Afandi, as well as publications from the time of the Shaki Khanate, a shabaka sample, 18th century coins used by Shaki khans, samples of weapons from the 18-19th centuries.

One of the main areas of the museum is the Khan's room on the second floor. The room shows how Shaki Khan Mahammadhuseyn Mushtagh prayed in the building, organized literary gatherings, hosted various receptions and played chess. Displayed in this room is the oud, a musical instrument used in the literary gatherings hosted by Shaki Khan Mahammadhuseyn Mushtagh, the replica of the throne of Shaki Khan Mahammadhuseyn designed on the basis of images from historical sources in 2014-2015, and the clothes the Khan wore based on the miniature images in the Shaki Khan Palace. The Khan's room is also decorated with a chess board of Khan Mahammadhuseyn, who impressed everyone with his playing skills, and the Holy Quran, which he constantly read. The flag of the Shaki Khanate used in the 18th century and the battle flag of Shaki Khan Salim Khan are also on display in the room. The Khan's room also features a desk of Khan Mahammadhuseyn, who wrote poems under the pseudonym of "Mushtagh" and corresponded with famous poets of that time.

Chairman of the State Tourism Agency Fuad Naghiyev informed President Ilham Aliyev, First Lady Mehriban Aliyeva and Leyla Aliyeva of the work done at the Reserve.

It was noted that the State Tourism Agency had completed the repairs and restoration of two monuments inside the Castle walls (the Art Gallery and the administrative building of the reserve) on the premises. Both of these monuments were built as barracks belonging to the soldiers of Tsarist Russia in the 19th century.

Information was also provided about the restoration work underway in the catering facility of the reserve. It was noted that the historical building, constructed in the 19th century and currently under state protection, was built in the style of the traditional Shaki architecture. Unfortunately, during the Soviet era, a hospital operated in the building. This resulted in a complete destruction and distortion of its architectural heritage. The architectural monument is currently being restored and conserved in the historical architectural style. Its interior design is being adapted for catering purposes and for hosting events.

Then the President viewed the new administrative building of the reserve. It was noted that the new administrative building of the reserve was an architectural monument taken under state protection and was also built as a military barracks in the 19th century. The office building was built in the local architectural style using river stone and baked bricks. The building's architectural heritage has been preserved, its façade, roof, floor and stairs have been restored, and interior has been adapted for an office building. Communication lines and a heating system have been installed in the building, all conditions for the activity of the staff, funds and archive rooms have been created. The total area of the administrative building is 324 square meters.

President Ilham Aliyev, First Lady Mehriban Aliyeva and Leyla Aliyeva were informed about the restoration work to be done in the shabaka workshop.

It was brought to the attention that the building where the shabaka workshop was to be located an architectural monument taken under state protection. The building includes the main structure with a total area of 127 square meters and auxiliary buildings with an area of 30 square meters. The building currently being restored will be used as a "Shabaka House" workshop. According to the new concept, in addition to the shabaka production center, an exhibition hall displaying the history of this art, a showroom for interactive tourism experience and a souvenir production and sales center will be created in the workshop. At the same time, a "Shabaka Training Center" will operate here for the training of new masters.

Then President Ilham Aliyev, First Lady Mehriban Aliyeva and Leyla Aliyeva were informed about the repairs and restoration carried out in the circular temple in the reserve.

It was noted that the circular temple was an architectural monument built at the beginning of the 19th century and taken under state protection. The architecture of the circular temple is reminiscent of the architectural style of the ancient temples of Caucasian Albania. The building functioned as an Orthodox church in the 19th century and was then used as a warehouse and for other purposes during the Soviet era. The building was initially circular in shape but later auxiliary buildings were added to it on three sides. The Shaki Museum of Applied Arts has been operating in the building for the past 30 years. The building is currently being restored.

It was also indicated that the State Tourism Agency was continuing repairs and restoration in some historical buildings within the walls of the Castle. This includes the walls of the Shaki Khanate with a total length of about 1,300 meters. The castle walls were first used by Shaki khans and then, in the 19th century, by Tsarist Russia for military purposes.

It was pointed out that one of the architectural monuments of the reserve is a barracks built in the 19th century and currently under state protection. The building was constructed in a traditional architectural style using local construction materials. The building consists of an entrance and the main hall. Currently, restoration has started in the building which will function a fund room for the "Yukharı Bash" National Historical-Architectural Reserve.

Then the head of state was informed about the ongoing restoration work in the Museum of History and Local Lore. It was indicated that the building of the Museum of History and Local Lore is an architectural monument constructed at the end of the 19th century and is currently under protection. The building was constructed as barracks for Russian soldiers using traditional local building materials (river stone and baked brick) and in the style of Shaki architecture. There are more than 2,461 exhibits in the museum. The building is being renovated now.

It was indicated that the building, which has been used as an art gallery since 1982, is an architectural monument under state protection and was restored by the State Tourism Agency in 2022. The building's historical and architectural style has been preserved, its façade and roof restored and the communication system completely rebuilt. The total area of the gallery building is 296 square meters. The building consists of three parts: the entrance, exhibition halls and an administrative section.

It was also noted that 254 exhibits were stored in the Art Gallery. A total of 69 exhibits, including 61 paintings and eight sculptures, are currently on display, whereas 185 artifacts are protected in the gallery's funds. The artifacts displayed in the exhibition are arranged in a chronological order for the visitors to have a deeper understanding of the history of Azerbaijani art, its different directions in terms of subject and style, and periods of development. In order to protect the works of art in the exposition, a system of appropriate temperatures and humidity has been installed.

Displayed in the first hall of the gallery are famous artist Maral Rahmanzada's "Woman wearing kalaghayi". The second hall features "In Zangazur" composition, which describes a herd migrating to the plain , and "Garagol" (a lake located in Lachin district on the border between Azerbaijan and Armenia), while displayed in the third hall are works by prominent Azerbaijani artists Altay Sadigzada "Coast", Sakit Mammadov's "East" and Elbay Rzaguliyev's "Red horsemen".

After viewing the Historical-Architectural Reserve, President Ilham Aliyev, First Lady Mehriban Aliyeva and their daughter Leyla Aliyeva talked to the Shaki city residents and posed for photos together with them.

The head of state visited a statue of national leader Heydar Aliyev in the city of Oghuz and laid flowers at the statue.

President of the Republic of Azerbaijan Ilham Aliyev has attended the inauguration of a series of "Oghuz-1", "Oghuz-2" and "Oghuz-3" small hydropower plants on Dashaghil River in Oghuz.

President of AzerEnergy Open Joint Stock Company Baba Rzayev informed the head of state of the small hydropower plants.

The head of state launched the power stations.

A 100-seat orphanage-kindergarten, the construction of which was initiated by the Heydar Aliyev Foundation, has been commissioned in the city of Oghuz.

President of the Republic of Azerbaijan Ilham Aliyev attended the inauguration.

Head of Oghuz District Executive Authority Eyvaz Gurbanov informed the head of state that the kindergarten, which covers an area of 0,4 hectares, and a total area of 3.013 square meters, features 32 rooms. The building has five group rooms, medical point, music hall, canteen, kitchen, as well as gymnastics, computer, and other rooms.

The building was fitted with the state-of-the-art equipment, inventory and furniture sets, as well as video surveillance, fire protection, and centralized heating systems. Landscaping work was carried out, green areas were laid out, modern lighting system was installed in the yard of the kindergarten.

President Ilham Aliyev viewed conditions created in the rooms, games room, canteen and courtyard.

President of the Republic of Azerbaijan Ilham Aliyev has viewed conditions created at Shaki-Oghuz Agropark owned by "Agroinkishaf-2017" Limited Liability Company (LLC) in Oghuz district.

Head of "Agroinkishaf-2017" Limited Liability Company Ruslan Sadikhov informed the head of state of the activities of the Agropark.

The agro-park, established on a total area of 11,000 hectares, including 9,700 hectares in the territory of Shaki district and 1,300 hectares in Oghuz district, operates in the fields of horticulture and agriculture. Walnut, almond and olive groves are cultivated and grain crops are grown here. The total value of the project is 30 million manats. 67.8 million manats of public funds have been invested in the creation of the necessary infrastructure.

It was noted that starting from 2017, "Agroinkishaf 2017" LLC used the experience of American farms and Australian company "Webster" to initiate the production of walnuts in Azerbaijan. The agro-park is equipped with a system of drip irrigation established on an area of 2,000 hectares, three weather stations, office buildings, a phyto-laboratory, refrigeration chambers for seedling production, mechanization areas and warehouses.

Products grown in the agropark were presented to President Ilham Aliyev.

The construction of a 1,000-hectare almond orchard has started in the area. Currently, 160 hectares of orchards for four types of almonds have been planted, with plans to increase it to 300 hectares by the end of the year. This year, 1.2 tons of almonds were sold to "AzBadam" for the first time.

At present, more than 225 hectares of olive groves of two types of olives have been planted, with plans to increase it to 300 hectares. 2.6 tons of olives have been sold to "Zira Zeytun" for the first time. There are plans to establish a small-scale olive oil processing area here as well.

It was indicated that high-quality wheat production was organized on an area of 9,000 hectares, 30,000-ton silo facilities built and the necessary infrastructure established. As a result of the agro-technical measures taken, the average yield per hectare has reached 1.5 tons, in some cases 4 tons. About 2,000 tons of seeds are grown and processed annually to provide the farm with high-quality seeds.

At present, 160 people have been recruited for permanent and 200 seasonal jobs. The farm was supplied with 31 tractors with GPS devices, four combine harvesters, four modern sprayers, 55 different trailers and pieces of equipment.

The head of state planted a tree in the territory of the Agropark.

President of the Republic of Azerbaijan Ilham Aliyev has viewed the work done on providing the land plot of Shaki-Oghuz Agropark with irrigation water.

Chairman of Azerbaijan Melioration and Water Management Open Joint Stock Company Zaur Mikayilov informed the head of state of the project.

The head of state launched the facilities to provide the land plot of the agropark with irrigation water.

President of the Republic of Azerbaijan Ilham Aliyev has laid a foundation stone for the walnut products hulling, washing and drying plant at "Shaki-Oghuz" Agropark in Oghuz district.

Head of "Agroinkishaf-2017" Limited Liability Company Ruslan Sadikhov informed the head of state about the project of the plant.

It was noted that in order to organize the sale of products in accordance with international standards, the washing, drying, sorting and packing, the walnut plant was jointly designed with a US company and a contract was signed for the provision of it with equipment. Four hectares of land has been allocated for the construction of the plant which will operate two production lines.

It was indicated that 10,000 tons of walnuts were initially to be produced from 2,000 hectares of orchards. At the same time, a nursery for different nut varieties has been established. The time of collection and drying of products is 40 days. The volume of 80 metal boxes for drying walnut products is 400 tons.

The President was informed that 40 jobs were to be created at the factory at the first stage.

President Ilham Aliyev laid the foundation stone for the new plant.
