Azerbaijani President Ilham Aliyevs visit to Uzbekistan

On September 15, President of the Republic of Azerbaijan Ilham Aliyev arrived in Samarkand for a visit at the invitation of President of the Republic of Uzbekistan Shavkat Mirziyoyev to attend the Shanghai Cooperation Organization member states Summit.

AZERTAC reports that a guard of honor was lined up for President Ilham Aliyev at Samarkand International Airport.

President Ilham Aliyev was welcomed by Uzbek Prime Minister Abdulla Aripov and other officials.

On September 15, President of the Republic of Azerbaijan Ilham Aliyev visited the memorial complex of the first President of the Republic of Uzbekistan Islam Karimov in Samarkand.

On the marble slab, set at the entrance to the complex, it is embossed in Uzbek and English: "This is a sacred and eternal place where the First President of the Republic of Uzbekistan, the great statesman and politician, the respectable and honorable son of Uzbek people Islam Karimov rests".

During the design and construction of the mausoleum, great care was taken not only to ensure that the structure complemented the Hazrat Khizr mosque, but also to preserve the historical appearance of this UNESCO World Heritage Site.

President Ilham Aliyev laid flowers at the grave of the first President of the Republic of Uzbekistan Islam Karimov.

The verses from the Holy Quran then were recited.

On September 15, President of the Republic of Azerbaijan Ilham Aliyev met with President of the Republic of Uzbekistan Shavkat Mirziyoyev in Samarkand.

President Shavkat Mirziyoyev said he was pleased to welcome the President of Azerbaijan to Uzbekistan and recalled with satisfaction the state visit of President Ilham Aliyev to Uzbekistan in June. The President of Uzbekistan emphasized that work on the directions laid out during the state visit was well underway, that the activity of the intergovernmental commission had been organized and the tasks allocated were being fulfilled. President Shavkat Mirziyoyev pointed out that high-level reciprocal visits were continuing, saying the recent visit of the Speaker of the Azerbaijani Parliament to Uzbekistan, and cooperation between the two parliaments were gratifying.

Emphasizing that the main goal on the agenda was the further development of bilateral relations in all areas, the President of Uzbekistan described the mutual awarding of culture figures of Azerbaijan and Uzbekistan as a positive event. President Shavkat Mirziyoyev once again noted that he was pleased to welcome the President of Azerbaijan to Uzbekistan as a dearest friend and brother.

President Ilham Aliyev expressed his gratitude to President Shavkat Mirziyoyev for the invitation to participate in the Shanghai Cooperation Organization Summit for the first time. Emphasizing that Azerbaijan had the status of a dialogue partner in the Shanghai Cooperation Organization, the head of state pointed out that Azerbaijan had been invited to the Summit of the Shanghai Cooperation Organization as a guest of honor for the first time during the presidency of Uzbekistan, and congratulated President Shavkat Mirziyoyev on the successful chairmanship.

President Ilham Aliyev stated that good results had been achieved during Uzbekistan's chairmanship of the Shanghai Cooperation Organization. Saluting the reconstruction, landscaping and beautification work in the city of Samarkand, the President of Azerbaijan noted that the development of Uzbekistan under the leadership of President Shavkat Mirziyoyev was causing tremendous great joy in the people of Azerbaijan. The head of state said that the two countries were together as brotherly and friendly states creating new content in their bilateral relations.

Recalling his state visit to Uzbekistan as a pleasant memory, President Ilham Aliyev invited President Shavkat Mirziyoyev to visit Azerbaijan.

President Shavkat Mirziyoyev accepted the invitation with pleasure.

President of Azerbaijan Ilham Aliyev stated that there are specific results in the development of bilateral relations in agriculture, cotton growing, knitting, transport, industry, trade and other fields. Pointing to the rapid development of economic and trade relations as a whole, the head of state also described the mutual awarding of culture figures of the two countries as a positive development.

During the meeting, the sides also exchanged views on issues of mutual interest.

On September 15, President of the Republic of Azerbaijan Ilham Aliyev met with President of the Republic of Turkiye Recep Tayyip Erdogan in Samarkand.

President Recep Tayyip Erdogan offered condolences to President Ilham Aliyev, the people of Azerbaijan and the loved ones of the military servicemen who were martyred while preventing large-scale provocations committed by the armed forces of Armenia on the state border.

The head of state thanked President Recep Tayyip Erdogan for the condolences.

It was reiterated that Azerbaijan and Turkiye always stand by each other. The sides hailed the successful development of the two countries' strategic alliance relations in all fields.

The heads of state discussed joint projects on cooperation in energy, transport, logistics and other fields and exchanged views on future contacts.

On September 15, President of the Republic of Azerbaijan Ilham Aliyev met with President of the People's Republic of China Xi Jinping in Samarkand.

During the meeting, President Xi Jinping conveyed his congratulations to President Ilham Aliyev on the occasion of the 30th anniversary of the establishment of diplomatic relations between Azerbaijan and China, as well as the establishment of the New Azerbaijan Party. The head of state said that the relations between Azerbaijan and China were of the nature of strategic partnership and were developing at a high level. "We highly appreciate the importance you are attaching to the development of relations between Azerbaijan and China. We support the comprehensive development of our relations at the strategic level," Xi Jinping said.

President Ilham Aliyev emphasized that he was very pleased to meet Chinese leader Xi Jinping, noting that he remembered their previous meetings, especially his visit to the People's Republic of China to attend the "One Belt, One Road" Forum in 2019. President Ilham Aliyev also pointed out that the relations between Azerbaijan and China were of the nature of strategic partnership, adding that the two countries cooperated successfully in a number of areas.

President Ilham Aliyev also expressed his gratitude to President Xi Jinping for his congratulations on the occasion of the 30th anniversary of the establishment of the New Azerbaijan Party, noting that there were very good relations between the ruling parties of the two countries. Indicating that the 30th anniversary of Azerbaijan-China diplomatic relations was celebrated with successful results, the head of state said that very beneficial and fruitful cooperation had been established between the two countries in all fields.

President Ilham Aliyev said he appreciated China's support for Azerbaijan in the fight against the COVID-19 pandemic, describing the fact that Azerbaijan was one of the first countries to start the vaccination process thanks to vaccines purchased from China as a demonstration of solidarity.

The President of Azerbaijan said there were great prospects for cooperation and partnership within the Middle Corridor and One Belt, One Road projects. The head of state said that Azerbaijan was playing an important part in the transport processes between China and Europe, adding that the country's transport and logistical capabilities were of great importance in international cargo transportation. Azerbaijan fully supports the increase of train and other cargo transportation from China to Europe and vice versa.

President Ilham Aliyev noted that Azerbaijan was carrying out large-scale reconstruction work in the territories liberated from occupation. Many Chinese companies had also applied for participation in these operations. Azerbaijan supports an active involvement of Chinese companies in these projects.

President of the People's Republic of China Xi Jinping stated that his country supported the territorial integrity and sovereignty of Azerbaijan and noted that China appreciated the support Azerbaijan had shown for the territorial integrity and sovereignty of China. Chairman Xi Jinping stated that non-interference in the affairs of states was an important principle.

President Ilham Aliyev mentioned that Azerbaijan always supported the territorial integrity and sovereignty of China, that China's unequivocal support for the territorial integrity of Azerbaijan was always highly appreciated, and expressed his gratitude to President Xi Jinping for that. The President of Azerbaijan specifically noted that the non-interference in the internal affairs of states was one of the priority principles for Azerbaijan. The head of state pointed out that Azerbaijan always supported the supremacy of norms and principles of international law, and emphasized that Azerbaijan had been working in this direction as chair of the Non-Aligned Movement since 2019. President Ilham Aliyev stated that territorial integrity was a fundamental principle of international law and must be respected by all.

The head of state noted the importance of increasing inter-city relations, student exchange, as well as cooperation in the field of tourism, as a component of cooperation in the humanitarian field. The President of Azerbaijan said he was confident that after the pandemic was completely over, the tourist exchange between the two countries would be restored to the level before COVID-19. The head of state reiterated that China was a friend and strategic partner for Azerbaijan.

During the conversation, the sides also pointed out great prospects for the development of Azerbaijan-China economic and trade relations, increasing trade, promoting investment, and cooperation in energy, agriculture, transport, logistics, e-commerce, automobile transportation and other fields, increasing student exchange, and stepping up direct relations between the cities of the two countries.

The heads of state noted that joint efforts would continue to be made for the deepening and further development of bilateral relations.

On September 16, President of the Republic of Azerbaijan Ilham Aliyev met with Prime Minister of the Islamic Republic of Pakistan Shehbaz Sharif in Samarkand.

During the meeting, President Ilham Aliyev hailed the development of bilateral relations and pointed out that Azerbaijan and Pakistan always stood by each other. The head of state said that Pakistan's support for Azerbaijan during the 44-day Patriotic War was highly appreciated. President Ilham Aliyev emphasized that Pakistan was one of the three countries that did not establish diplomatic relations with Armenia during the 30-year occupation of Azerbaijani territories, which was highly appreciated by the Azerbaijani people. The head of state pointed out that the two countries cooperated closely within the international organizations, including the Non-Aligned Movement and the Organization of Islamic Cooperation. President Ilham Aliyev noted that he highly appreciated Pakistan's support for Azerbaijan's initiatives as chair of the Organization of Islamic Cooperation.

The President of Azerbaijan emphasized that Azerbaijan, Pakistan and Turkiye were cooperating closely in a trilateral format.

Prime Minister Shehbaz Sharif expressed his satisfaction with the meeting and conveyed President Arif Alvi's greetings to the head of state.

President Ilham Aliyev expressed his gratitude for the greetings of President Arif Alvi and asked the Prime Minister to convey his greetings to the President of Pakistan.

The Prime Minister of Pakistan expressed his condolences to President Ilham Aliyev and the people of Azerbaijan over the latest martyrs who were killed while preventing large-scale military provocations committed by the armed forces of Armenia on the state border. Prime Minister Shehbaz Sharif expressed his high appreciation for the moral, material and friendly support provided by President Ilham Aliyev during the floods that occurred in Pakistan and resulted in numerous casualties. "Pakistan and Azerbaijan are two hearts in one body. There are fraternal and friendly relations between Azerbaijan and Pakistan. We have firmly supported the independence, sovereignty and territorial integrity of Azerbaijan and will continue to support it," the Prime Minister of Pakistan said.

Prime Minister Shehbaz Sharif invited President Ilham Aliyev to pay an official visit to Pakistan.

President Ilham Aliyev accepted the invitation with pleasure and invited the Prime Minister of Pakistan to visit Azerbaijan as well.

The head of state emphasized that Azerbaijan also supported Pakistan's rightful position on the issue of Jammu and Kashmir and stood in solidarity with Pakistan on this issue. Azerbaijan is a member of the Contact Group on the issue of Jammu and Kashmir within the Organization of Islamic Cooperation.

During the meeting, the sides discussed the issues relating to transport, logistics, agriculture, energy, investment promotion, expansion of economic and trade relations between the two countries. Tasks were given to relevant state institutions in the end.

On September 16, a summit of the Shanghai Cooperation Organization (SCO) member states was held in Samarkand.

President of the Republic of Uzbekistan Shavkat Mirziyoyev welcomed President of the Republic of Azerbaijan Ilham Aliyev, and other heads of state and government who attended the Summit.

The heads of state and government then posed together for a group photo.

The expanded meeting of the Summit then was held.

Chair of the Shanghai Cooperation Organization, President of Uzbekistan Shavkat Mirziyoyev greeted the heads of state and government who attended the Summit, and made a speech.

Ladies and gentlemen,

I would like to thank the President of Uzbekistan, Shavkat Miromonovich Mirziyoyev for inviting me to the Shanghai Cooperation Organization summit.

Few months ago, I had a very successful state visit to Uzbekistan and now I am glad to be here, in brotherly Uzbekistan, ancient and beautiful city of Samarkand.

Under the leadership of my brother Shavkat Mirziyoyev, Uzbekistan has gone through a path of rapid development and successful reforms in recent years.

I would like to inform colleagues about transit, transport and logistics capabilities of Azerbaijan.

Azerbaijan has made significant contributions to the launch of regional connectivity projects such as East-West and North-South transportation corridors.

Currently, Baku International Trade Seaport have the handling capacity of 15 million tons of cargo per year, which can be increased up to 25 million tons.

In the first 7 months of 2022, the transit through Azerbaijan increased by nearly 50 %.

Azerbaijan has the largest civilian cargo fleet in the Caspian Sea with 52 ships. The Baku Shipyard can produce all types of ships.

During the last 20 years 19.000 km of highways and 1400 km of railroads were either built or extensively repaired in Azerbaijan. Today Azerbaijan is building thousands of kilometers of highways and hundreds of kilometers of railroads in the liberated territories after the victory in the Second Karabakh War of 2020.

Azerbaijan has one of the largest civilian air cargo fleets in our region with 18 planes.

By the end of 2024, the number of international airports in Azerbaijan will increase from today's 7 to 9.

The resolution of the Karabakh conflict at the end of 2020 created new opportunities for the development of the transport connectivity projects in our region. Once the Zangazur corridor is opened, it will further increase the transportation capabilities of the countries from the region and will be beneficial to all countries along the route.

Azerbaijan presented five basic principles for the peace agreement to Armenia based on the mutual recognition of each other's sovereignty and territorial integrity. Now, we need without preconditions and artificial delays to start the work on the draft peace treaty.

But unfortunately, on 13 September this year Armenia perpetrated large-scale military provocation at the state border with Azerbaijan. Azerbaijani Armed Forces resolutely repulsed the Armenian provocation. This provocation is a huge blow to the normalization process between two countries. All responsibility for this lies with the military-political leadership of Armenia.

Dear colleagues,

Inefficiency of some leading international organizations is a matter of concern. In this regard, I would like to mention the four United Nations Security Council resolutions adopted in 1993, demanding withdrawal of armed forces of Armenia from Azerbaijan's occupied territories. While some resolutions of the Security Council are implemented within days, in our case they remained unfulfilled for 27 years. Azerbaijan resolved the Karabakh conflict by military-political means and itself, enforced the implementation of the abovementioned Security Council resolutions.

Since 2019 Azerbaijan is chairing the Non-Aligned Movement, the second largest international institution after the UN, which unites 120 countries. Our chairmanship was unanimously prolonged for one more year until 2023 and this is a sign of respect, confidence and trust in our country. Azerbaijan will continue to build its activities based on international law, justice and global security.

The Shanghai Cooperation Organization is an intergovernmental organization founded in Shanghai on 15 June 2001.

Since its inception in 2001, the SCO has mainly focused on regional security issues, its fight against regional terrorism, ethnic separatism and religious extremism. To date, the SCO's priorities also include regional development.

After 21 years, the organization has become not only a strong pillar of global peace and development but also a major force for international equity and justice.

The SCO has been an observer in the UN General Assembly since 2005. In April 2010, the UN and SCO Secretariats signed a Joint Declaration on Cooperation.

Over the years, the SCO has established strong partnerships with the host of influential organizations, including UN Educational, Scientific and Cultural Organization (UNESCO), the World Tourism Organization (UNWTO), the International Organization for Migration (IOM), as well as the UN Office on Drugs and Crime (UNODC), United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the UN Office on Counter-Terrorism (UNOCT).

The SCO currently comprises eight Member States (China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan), four Observer States interested in acceding to full membership (Afghanistan, Belarus, Iran, and Mongolia) and six "Dialogue Partners" (Azerbaijan, Armenia, Cambodia, Nepal, Sri Lanka and Turkiye).

The SCO Secretariat, based in Beijing, is the main permanent executive body of the SCO. The Secretariat is headed by the Secretary-General Zhang Ming.

The SCO Secretariat coordinates the activity of the SCO and provides informational, analytical, legal, organizational and technical support.

The SCO calls for observing the purposes and principles of the United Nations Charter and the principles of extensive consultation, joint contribution and shared benefits, providing a new platform and model for multilateral cooperation to improve global governance.

Uzbekistan is the current chair of SCO. President of Azerbaijan Ilham Aliyev attends the SCO Summit in Samarkand as a guest of honor at the invitation of Uzbek President Shavkat Mirziyoyev.
