Presentation of the project implemented jointly by the State Agency for Construction Safety Control under the MES and the German Institute for Construction Technology was held

Presentation of the “Support to the State Agency for Construction Safety Control of the Ministry of Emergency Situations of the Republic of Azerbaijan in the field of transition to the European Union (EU) construction standards” project was held with the organization of the State Agency for Construction Safety Control of the Ministry of Emergency Situations of the Republic of Azerbaijan.
Speaking at the ceremony, Deputy Minister of Emergency Situations Orujali Hajiyev stated that the project plays an important role as part of the ongoing successful cooperation between Azerbaijan and the European Union. 
"Twinning" instrument is intended to assist to the candidate countries in terms of the institutional perspective on the eve of the expansion of the EU. The "Twinning" tool which is associated with the inevitable outcomes achieved in the priority areas intends joint efforts to solve the existing problems, also exchange and adoption of best practices in specific areas provides phased inclusion of EU norms and standards into national law. MES provided administrative support during the implementation phases of the project and the process will be continued.
Ambassador Malena Mard, Head of the EU delegation to Azerbaijan, and Heidrun Tempel, the Ambassador of the Federal Republic of Germany spoke about the successful cooperation between Azerbaijan and the European Union and noted that such projects are beneficial for both sides.
Project leaders – Gerhard Breitschaft, the representative of the German Institute for Construction Technology and Elkhan Asadov, the deputy head of the State Agency for Construction Safety Control under the Ministry gave broad information about the components of the project. It was stressed that the State Agency for Construction Safety Control of the Ministry of Emergency Situations of the Republic of Azerbaijan  have shown interest in implementation of "Twinning" instrument in its activities and submitted the project concept for the twinning in 2010. According to the idea put forward by the Agency, study the capability and degree of harmonization of construction regulatory documents with EU standards, the practice of the EU in improvement of the construction legislation of the Azerbaijan Republic and laying the groundwork for the transition from the existing regulations governing the construction site of the country to the European standards system was set as a goal.
Germany, Austria, Great Britain, Slovenia and Latvia were the EU’s 5 countries interested in project implementation and presented their proposals. The Federal Republic of Germany was selected as a partner country taking into account its potential and management capabilities and the German Institute for Construction Technology was chosen administrative enforcement body. At the same time, the Latvian experts were involved by the German twinning board in the implementation of the projects, administrative and financial support for the project was provided by the federal government.
Twinning agreement was signed between the parties with the goals, objectives, components, activities, and budget costs identified. The project officially started on June 2nd 2014, after signing the contract.
The overall objective of the project is to improve the safety and the quality of construction in the Republic of Azerbaijan through providing transition into the construction standards of the European Union and adopting the best practice.
