The State Material Reserves Agency of the Ministry of Emergency Situations announces the supply of high quality wheat produced in the country for the State Grain Fund in 2021

Request you take into account the amendments made in the announcement dated July 6, 2021 on the supply of high-quality food wheat produced in the country in 2021 for the State Grain Fund of the State Agency for Material Resources of the Ministry of Emergency Situations of the Republic of Azerbaijan in order to ensure the implementation of the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan dated August 21, 2021 No. 236 on amendments to the "Rules of storage and use of the State Grain Fund" approved by the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan No. 105 dated July 7, 2009.

The State Material Reserves Agency of the Ministry of Emergency Situations of the Republic of Azerbaijan will accept grain through Sangachal Grain Elevator, Ganja Cereal Elevator, Absheron Taxil LLC, Baku-Taxil named after N. Guliyev OLC, Mugan OLC, Pak-Nur LLC, Khirman LLC, “Azeri-Arapoglu” US, T.Ltd UN, Yellow spike company and Davachi-Dayirman LLC from July 1 to September 1 of the current year from the local wheat producers on the ground of the proposals of the Ministry of Economy at the price of 500 AZN for one ton (prices may vary according to the conjuncture of the grain market) taking into account the proposal of the Ministry of Economy of the Republic of Azerbaijan in the letter No. İN-X/O-6413/2021, dated July 1, 2021. The grain have to meet the following quality criteria for grain supplied to the State Grain Fund defined by the Appendix I to the "Rules of Storage and Use of State Grain Fund", approved by Decision # 105 of July 7, 2009 of the Cabinet of Ministers of the Republic of Azerbaijan:

1. Pattern of grain (grams per one liter chondrometer):

1.1. for the 1st and 2nd class wheat - not less than 770 g/l

1.2. for the 3rd class wheat - not less than 750 g/l

2. Weeds (garbage) mixture (percentage):

2.1 for the 1st, 2nd and 3rd class wheat - not more than 1,5 percent

3. Mixture (percent):

3.1. for the 1st, 2nd and 3rd class wheat - not more than 3 percent

4. Moisture (in percent):

4.1 for the 1st, 2nd and 3rd class wheat - not more than 13 percent

5. Amount of wet gluten:

5.1. for the 1st class wheat - not less than 32 percent

5.2. for the 2nd class wheat - not less than 28 percent

5.3. for the 3rd class wheat - not less than 23 percent

6. Gluten index:

6.1. for the 1st and 2nd class wheat – 50-85 unit

6.2. for the 3rd class wheat – 65-80 unit

7. Vitrescence:

7.1. for the 1st and 2nd class wheat – not less than 60 percent

7.2. for the 3rd class wheat - not less than 40 percent

8. Mass fraction of protein on dry matter:

8.1. for the 1st class wheat - not less than 14.5 percent.

8.2. for the 2nd class wheat - not less than 13.5 percent.

8.3. for the 3rd class wheat - not less than 12 percent.

9. Number of the drop:

9.1. for the 1st and 2nd class wheat- 250-350 sec.

9.2. for the 3rd class wheat - 200-350 sec.

10. Sprouted grains:

10.1. for the 1st, 2nd and 3rd class wheat - no more than 1 percent.

11. Spoiled grains:

11.1. for the 1st, 2nd and 3rd class wheat - no more than 1 percent.

12. Mineral mixture:

12.1. for the 1st, 2nd and 3rd class wheat:

12.1.1. Stone, sand, soil, gravel and other elements - no more than 0.3 percent.

12.1.1. gravel - no more than 0.1 percent

13. Sedimentation indicator:

13.1. for the 1st, 2nd and 3rd class wheat - more than 50 ml.

13.2. for the 3rd class wheat - 35-50 ml.

 14. Toxic mixtures (poisonous seeds, Fusarium wilting, rye, rotten grains):

14.1. for the 1st, 2nd and 3rd class wheat - no more than 0.05 mg / kg.

15. Smell and taste - all the plants are not allowed to smell, taste, spice or gourd plants and other smells and taste (kerosene, petrol, garlic and similar substances) that go into their processing products

16. Drills that have been slaughtered - not allowed

17. Damage to barbaric pests - not allowed

18. Other signs - all quarantine and economically hazardous diseases for all plants, seeds of pests and weeds (animals infected with contagious or field-borne illnesses, toxic elements, radionuclides, pesticides, and also products cultivated in ecologically unfavorable farms) – not allowed

We state that non-certified wheat products will not be accepted from the accredited laboratory for quality products that do not meet the requirements of these quality indicators. Drainage trucks are recommended for delivery.

Documents required for the receipt of grain supplied from domestic consignors:

• A copy of compliance certificate of quality criteria for grain. The compliance certificate is presented voluntarily. The grain producers are recommended to appeal to Food Safety Agency since July 1, 2018 to get registered;

• Internal quarantine certificate issued by the Food Safety Agency of the Republic of Azerbaijan.

Quality analysis of the submitted wheat samples will be carried out free of charge.
