International regional exercise taking place at MES Academy

The international regional exercise on the theme "Responsive measures in case of quake" jointly organized by the Ministry of Emergency Situations of the Republic of Azerbaijan and the UN Office for the Coordination of Humanitarian Affairs kicked off at the MES Academy on November 3. The main objective of the exercise is to ensure quick response of the government agencies to the emergency situations, timely and effective search-and-rescue operations, improve professional activity of the participants of the exercise regarding coordination of the activity of the international search-and-rescue teams and exchange experience in this regard. The exercise is being attended by the employees of the Ministry of Emergency Situations and other relevant government agencies, teams of the member states of the UN International Search-and-Rescue Advisory Group (INSARAG), as well as representatives of NATO, World Health Organization, OSCE, BP-Azerbaijan, MapAction.

Minister of Emergency Situations of the Republic of Azerbaijan, Colonel-General Kemaleddin Heydarov, Minister of Emergency Situations of the Republic of Belarus Vladimir Vashenko, Deputy Interior Minister of Turkey Ismail Catakli, chairman of INSARAG Rudolf Muller, UN Resident Coordinator in Azerbaijan Ghulam Isaczai came to the Academy of the Ministry of Emergency Situations to watch the exercise.

Prior to the exercise, the participants of the event laid a wreath and flowers at the monument to the national leader Heydar Aliyev outside the Academy, paid tribute to the great leader.

The event started as the state anthem of the Republic of Azerbaijan was played. Addressing the event, Minister of Emergency Situations Kemaleddin Heydarov welcomed the guests, said the Ministry of Emergency Situations established under the executive order signed on December 16, 2005, by President Ilham Aliyev, who paid special attention to the safety of the people, was taking complex measures to protect people and territories from natural and manmade emergency situations. Thanks to the attention and care of the head of state, logistics of the MES had been strengthened, much has been done to form professional staff potential. Emphasizing the activity of the MES Academy, Minister said great importance was attached to the international cooperation, exchange of experience with the appropriate educational institutions of the countries having rich practice in the sphere of staff training on emergency management. Minister also spoke about the quick response of the Ministry of Emergency Situations of the Republic of Azerbaijan to the massive emergency situations in a number of countries. He also underlined the importance of joint fight of the countries against emergency situations. Therefore, the Ministry of Emergency Situations of Azerbaijan, which pays special attention to the international cooperation and exchange of experience, cooperates with the appropriate bodies of other countries and international organizations, including relevant structures of the UN, is willing to respond to the disasters in the country and abroad, is always ready to joint any progressive initiative put forward to fight disasters.

Addressing the event, chairman of INSARAG Rudolf Muller, Minister of Emergency Situations of the Republic of Belarus Vladimir Vashenko, Deputy Interior Minister of Turkey Ismail Catakli and the UN Resident Coordinator in Azerbaijan Ghulam Isaczai underlined the importance of the event, spoke about the significance of joint cooperation in fighting emergency situations. It was said that such exercises were of great importance in terms of improving mutual activity of the appropriate bodies in case of disasters, as well as exchanging experience. Therefore, enhancing cooperation and further improving the relations is useful for all sides.

Supervising the exercise, Deputy Minister of Emergency Situations of the Republic of Azerbaijan, Lieutenant-General Etibar Mirzayev gave detailed information about the objective and progress of the exercise. According to the scenario, 8-magnitude simulated quake hit 45km north-east of Baku, with epicenter in the Caspian Sea at 05:30, November 3, 2019. According to the reports, the quake caused various destructions in Baku. Roads and bridges, power, water and gas supply systems went out of order. Fires and manmade accidents happened in the hazardous facilities. According to the decision of the State Commission for Emergency Situations of the Republic of Azerbaijan, the Ministry of Emergency Situations, the Interior Ministry, the Ministry of Defense, the Ministry of Health, the Ministry of Communications, Transport and High Technologies, the State Border Service, Azerenerji OJSC and Azersu OJSC, Azerbaijan Red Crescent Society are carrying out search-and-rescue, firefighting operations, taking measures to protect the public order, proposals are being prepared for the head of state to apply for the UN aid.

The exercise will last by November 8.

It should be noted that equipment of the Ministry of Emergency Situations of the Republic of Azerbaijan was demonstrated to the guests.
