Citizens, having their health and property damaged by various natural and man-made disasters are supported on the highest level by the government as a part of President Ilham Aliyev’s progressive policy. Flexible mechanism for the provision of consistent support of this kind was developed in recent years.

Additionally, strict measures are taken against the negative incentives obscuring the state policy in this sphere, as well abuses and other illegal actions violating citizens’ rights. Inasmuch as the materials on illegal actions of Heyran Mursal gizi Alibashirova, impersonating herself as an officer of the Ministry of Emergency Situations Milana Khochperova were gathered and presented accordingly to the Anti-Corruption General Directorate with the Prosecutor General.

The investigation conducted by the Anti-Corruption General Directorate with the Prosecutor General ascertained substantive suspicions on swindle by Heyran Alibashirova together with her criminal partner, her husband Balaga Alibashirov, having prepared faked certification card of the Ministry of Emergency Situation, presented herself as an officer of this Ministry, and taken 24 thousand manats in sum from 21 persons in name of organizing the recovering of the damages and the houses suffered during the earthquake hit Balakan and Zagatala regions in May 2012. Criminal case was launched on the fact with the articles 178.2.4 (swindle with causing damage in the significant size) and 320.1 (fake of certificate or other official document giving the rights or releasing from duties, with a view of its use or selling of such document) of the Criminal Code.

As the result of the investigation those persons were accused with the articles 178.2.1 (swindle on preliminary arrangement by group of persons), 178.2.2 (swindle, conducted repeatedly), 310 (assignment of powers of the official), 32.4, 312.2 (the presentation of a bribe to official for commitment of obviously illegal actions (inaction) by him or repeated presentation of a bribe), 320.1 (Fake of certificate or other official document giving the rights or releasing from duties, with a view of its use or selling of such document), and 320.2 (use of obviously counterfeit documents provided in article 320.1 of the present Code) of the Criminal Code and arrested by court’s decision.

Currently the illegal actions in connection with this criminal case are being investigated comprehensively and necessary investigative-operative actions are continued by the Anti-Corruption General Directorate with the Prosecutor General for determining the full circle of culpable persons and charging them, as well provision of recovering of the damages.

Prosecutor General’s Office appeals the citizens faced illegal actions of this kind to connect the “161” hotline of Anti-Corruption General Directorate with the Prosecutor General and phone number 361 11 76, as well the “112” hotline of the Ministry of Emergency Situations.

Ministry of Emergency Situations and Prosecutor General’s Office will continue the most strictest measures against the illegal actions violating the rights of citizens suffered from the natural and man-made emergencies.
