International regional exercise is held at the Academy of the MES

On November 3, 2019 international regional “Earthquake response exercise” started at the Academy of the MES by the Ministry of Emergency Situations together with the United Nations Office for the Coordination of Humanitarian Affairs. The main goal of the exercise is to improve the professional level of participants in quick response to the emergencies by the appropriate government bodies, timely and effective organization of search and rescue operations and coordination activity of international arriving teams and experience exchange in this sphere. Employees of the Ministry of Emergency Situations and other appropriate government bodies, teams of different countries which are members of UN International Search and Rescue Advisory Group (INSARAG), as well as representatives of NATO, World Health Organization, OSCE, BP-Azerbaijan and MapAction Company participate in the exercise.

Minister of Emergency Situations of the Republic of Azerbaijan Colonel General Kamaladdin Heydarov, Minister of Emergency Situations of the Republic of Belarus Vladimr Vashenko, Deputy Minister of Internal Affairs of the Republic of Turkey Ismail Jatakli, head of the Secretariat of International Search and Rescue Advisory Group (INSARAG) Rudolph Muller, UN Resident Coordinator in Azerbaijan Gulam Isakzai came to the Academy of the Ministry of Emergency Situations to watch the exercise.

At first participants of the exercise paid tribute to the national leader Heydar Aliyev and laid a wreath and flowers at his monument in the yard of the Academy.

The event started with the national anthem of the Republic of Azerbaijan. Minister of Emergency Situations Kamaladdin Heydarov greeted the guests and said that complex measures are taken for the civil defence, protection of the areas and population from national and man-made disasters by the Ministry of Emergency Situations established by the Decree signed by President Ilham Aliyev who is always approaching with special sensitivity to the safety of the population on December 16, 2009. Thanks to the attention and care by the head of the state the material and equipment base of the Ministry of Emergency Situations was enhanced and practical arrangements were made for the establishment of professional cadre potential. Stressing the activity of the Academy of MES, hosting the exercise in these days, in this sphere, Minister said that he considers international cooperation and exchange of experience with the appropriate educational institutions of the countries acquiring rich experience in preparation of highly professional qualified cadres especially significant. Minister spoke about the quick response of the Ministry to the largescale emergencies in the foreign countries. He also underlined that as the struggle of a country does not result with a desirable effect and the disasters do not matter the boundaries joint struggle with emergencies is highly important. Therefore Ministry of Emergency Situations of Azerbaijan, which is paying special attention to international cooperation and experience exchange, collaborating with appropriate bodies of foreign countries and international organizations, as well as appropriate UN agencies and ready for prompt response to the disasters in the country and foreign countries every time, is always keen to join any progressive initiative.

Then head of the Secretariat of UN International Search and Rescue Advisory Group (INSARAG) Rudolph Muller, Deputy Minister of Internal Affairs of the Republic of Turkey Ismail Jatakli, UN Resident Coordinator in Azerbaijan Gulam Isakzai delivered speeches and spoke about the significance of cooperation in struggle with emergencies in modern world. It was stressed that exercises of this kind are useful for the improvement of mutually coordinated activity of the appropriate bodies as well as for experience exchange. Therefore broadening of collaboration and development of relations are rational for the parts.

Then Deputy Minister of Emergency Situations General Lieutenant Etibar Mirzayev who is general conductor of the exercise gave information about the goals and agenda of the exercise. He said that according the conventional scenario an 8 magnitude earthquake on Richter scale happened in the 45 km north east to Baku in the Caspian Sea on November 3, 2019 at 5:30 A.M. According to the reports, buildings in Baku are damaged in various extents. Roads and bridges, electricity, water and gas provision systems are collapsed. Fires and man-made catastrophes occurred in potentially risky infrastructures. According to the decision of the State Commission on Emergency Situations of the Republic of Azerbaijan forces of the Ministries of Emergency Situations, Internal Affairs, Defence, Health, Transport, Communications and High Technologies, State Border Service, “Azerenerji” and “Azersu” OJSCs conduct joint measures for search and rescue, firefighting, first aid and provision of public order, proposal to apply for the UN aid is being prepared to be presented to the head of state.

The exercise will continue till November 8, 2019.
