Baku Regional Center - Established by the Order No 11 of 24 May 2006 of the Minister of Emergency Situations.

Regulations on Baku Regional Center - Approved by the Order No 076a of 16 October 2009 of the Minister of Emergency Situations.

Brief information about coverage area 
Baku, the capital of the Azerbaijan Republic includes 11 administrative districts. It is situated on the shore of the Caspian Sea in the south of the Absheron peninsula.

Area - 2,200 km2 
Population - near to 3 million. 

Baku city:

is located in a seismically active zone
landslides and flooding in areas.
Located in a seismically active zone it has areas risky with landslides and flooding.
Explosions and fires, destructions of buildings and installations, transport and other accidents inherent to megalopolises of the world are also common in Baku.
